The Role:

As the Manager, Accounting Services, you will be responsible for developing and maintaining the financial systems and procedures of the Authority to ensure that proper financial control is maintained; reporting requirements are met; payments and receipts are processed correctly and in a timely manner; the assets of the Authority are secured and managed effectively, and contributes to projects in the advancement of the accounting systems and processes.

Duties include:

  • Resolving any banking issues/concerns with bankers
  • Overseeing the disbursement process and ensures payments are in compliance with applicable policies, procedures, and contracts
  • Managing revenues, receivables, collections and recoveries for CLBC and ensuring that all transactions are in compliance with applicable policies, procedures, and contracts/agreements
  • Managing/leading projects as directed by the Controller and/or Vice President, Finance & CFO
  • Participating in the development and revision of accounting policies and systems as they relate to contract and administrative payments
  • Identifying internal and external reporting requirements in accordance with Public Sector Accounting Standards Board, Canadian GAAP
  • Managing the design, development, implementation and documenting of business processes for the effective management of manual or automated financial systems and controls.
  • Monitoring the effectiveness of business systems, including financial systems, payroll, procurement and other business process systems and making recommendation for improvement or replacement.
  • Designing and preparing monthly internal financial reports for distribution to CLBC Executive and senior management. Provides financial management support, advice and expertise to the management team

As Manager, you will lead, mentor, manage and direct support staff, including hiring, and staff evaluations. You will also manage the Accounting Services department in the absence of the Controller.

Qualifications:

  • CPA professional accounting designation or a member in good standing of an accounting body outside Canada that effectively has a mutual recognition agreement or equivalent with the Canadian Society of Chartered Professional Accountants; OR a Master of Business Administration degree or equivalent
  • Minimum of five years of relevant experience
  • Demonstrated current experience reviewing and analysing multi-faceted policy and/or program/funding issues, assessing options, and developing related information reports.
  • Demonstrated experience working productively and cooperatively with internal stakeholders.
  • Experience in developing and managing project budgets and expenditures.
  • Experience in managing people and evaluating the work of others
