The Role:

As a Contract & Procurement Services Administrator at CLBC, you will provide a full range of contract and procurement administration, contract analysis, procurement and other related supports to Contract and Procurement Services, and Head Office and Regional partners. The CPS Administrator develops and implements administrative procedures, in consultation with managers and other administrative support staff, to ensure Head Office contracts are prepared and processed in accordance with CLBC policy and procedures, that payments to contractors are timely, and that contracts are reviewed and renewed where appropriate, assist with Head Office procurement opportunities and assist regional staff in their procurement opportunities.

Key responsibilities include:

  • Providing administrative and organizational support for contract and procurement practices management
  • Maintaining and administering the Request for Qualifications records for program services
  • Receiving, organizing submissions for evaluation, maintaining accurate and up-to-date RFQ registries
  • Completing communications with vendors including finalizing results letters
  • Evaluating responses for mandatory requirements and completing reference checks.
  • Processing Head Office contract invoices and manage commitment monitoring report
  • Handling fiscal year-end administrative processes
  • Facilitating internal and external communication as per administrative requirements
  • Support administration of procurement activities (RFQ, RFP, NOI, PL, etc.)
  • Support Contract and Procurement Services (CPS) with administrative tasks

This role requires that you have:

  • Good knowledge of government/corporate contracting policy and procedures
  • Excellent interpersonal, organizational and verbal/written communication skills
  • The ability to multi-task and be flexible
  • A high degree of tact and good judgement
  • The ability to produce accurate business letters and records
  • The ability to create, apply, maintain and retrieve using work independently with MS Word, MS Excel, MS Access, and other standard computer applications efficiently and accurately

In this position, the emphasis is placed on clear and accurate thinking, sound judgment, a strong drive to meet critical deadlines, the ability to work independently, and pride in producing high-quality work.

Qualifications:

  • Grade twelve diploma or equivalent education
  • Two years of administrative experience governing contracts and/or equivalent education or training.
  • Contract and procurement experience or training is beneficial
  • Experience using computer spreadsheets (Excel), word processing (Word), and other standard computer applications.
