The Role:

As the Manager, People Development you will design, develop, implement and assess talent/organizational development strategies in support of CLBC's Strategic Plan and People Strategy. You will lead the Corporate Learning and Organizational Development team and be accountable for shaping, delivering, and embedding corporate learning and organizational development strategies to build and sustain high performance and a culture that is conducive to a learning organization that aligns with CLBC's vision, mission, and values.

Duties include:

  • Developing, implementing, and maintaining a framework for the development and oversight of comprehensive learning programs and services for all levels of staff to support their competency in areas that are critical to the organization's success and promote continuous learning and a performance focus across the organization
  • Developing and maintaining policies related to the work to ensure consistency across the organization on training and staff development and in alignment with CLBC's People Strategy and Strategic Plan
  • Establishing training standards and providing quality assurance for training activities conducted both internal to the departmental and by other departments in the organization
  • Providing oversight of and conducting comprehensive needs assessments and follow-up evaluations of training and development strategies, products and services to ensure both operational and strategic projects successfully equip staff with the capabilities they require to be successful
  • Consulting and supporting the integrated delivery of talent development services with the People Services Consulting team
  • Conducting research on current trends in training and organizational development best practices and technologies in learning organizations
  • Overseeing and managing multiple projects and initiatives, leading project teams, and managing relationships and contracts with external contractors, suppliers, agencies, and organizations by obtaining project funding and resources, identifying project objectives and strategies, directing research activities, and ensuring contracted deliverables are met
  • Representing CLBC on government committees, and with other partners such as colleges and universities as required

Qualifications:

  • Bachelor's degree in Human Resources, Organizational Development, Education, Business Administration, Psychology, or any other behavioral science. A Master's Degree in Organizational Development and/or Adult Learning is considered an asset
  • Minimum 7 years of experience in organizational development, adult learning, and/or human resources, with a minimum of 3 years in a consulting/management role that includes experience in group process, conflict resolution, team development, program design, project management, as well as instructional experience in the areas of leadership, change and quality improvement
  • Experience within a unionized environment in a complex public sector organization preferred
  • An equivalent combination of experience, education, and/or training will be considered
  • Certification in Prosci (ADKAR) Change Management methodology considered an asset
